I made contact with [WITNESS #1] at the Sheriff’s Office in reference to animal abuse.

[WITNESS #1] stated that she began dating Holly Fulford in May 2024, and shortly after Fulford moved in with [WITNESS #1]. [WITNESS #1] stated that when Fulford moved in, Fulford did not immediately move her two dogs to the residence, due to [WITNESS #1] also having dogs. [WITNESS #1] stated she planned to have the dogs meet at a neutral location, due to Fulford’s dog’s being aggressive towards other animals. [WITNESS #1] stated that Fulford told her that her cousin, [WITNESS #2], was watching her two dogs until they could be moved. [WITNESS #1] stated that after a few weeks, she started to question why they had not introduced their dogs. [WITNESS #1] stated Fulford would always change the subject. [WITNESS #1] stated she did not think anything of it, because she was under the impression that [WITNESS #2] was taking care of Fulford’s two dogs. [WITNESS #1] stated [WITNESS #3] messaged her on Snapchat and was made aware that [WITNESS #3] found the dogs deceased in a kennel on June 28, 2024. I provided [WITNESS #1] with a witness statement form, which she filled out.

I spoke with [WITNESS #3] on the phone and she agreed to speak with me at the office. I met with [WITNESS #3] at the Sheriff’s Office. [WITNESS #3] stated that she previously lived with Fulford in 2023 but moved out due to situations within the household. [WITNESS #3] stated she went to the residence in May 2024 to retrieve a few items that she left when she moved out. [WITNESS #3] stated she went to Fulford’s room and found Fulford’s two dogs alive and together in one kennel. [WITNESS #3] stated she provided the dogs with food and water and left the residence. [WITNESS #3] stated Fulford’s mother owns the property, but [REDACTED] manages the rentals for the property owner. [WITNESS #3] stated [REDACTED] asked her to clean the house so new tenants could move in. [WITNESS #3] stated she went to clean out the residence on June 28, 2024, and noticed a foul odor in the residence. [WITNESS #3] stated that she went to Fulford’s room, and noticed the kennel had a tarp in it. [WITNESS #3] stated that she pulled the tarp back and noticed the deceased dogs in the crate. [WITNESS #3] stated she went outside and asked the neighbor, [WITNESS #4], for help. [WITNESS #3] stated [WITNESS #4] went into the residence and removed the deceased dogs, placed them in a trash bag, and then placed them into the outside trash. [WITNESS #3] stated she was in shock after discovering the two deceased dogs in the kennel, and did not obtain pictures. [WITNESS #3] stated that after [WITNESS #4] helped her, she put baking soda on the spot where the kennel was to help reduce the smell. [WITNESS #3] stated she did not tell anyone at the time, due to being traumatized by what she saw. [WITNESS #3] did obtain a picture of the kennel and the fur that was inside. [WITNESS #3] stated she was contacted by [WITNESS #1] on September 21, 2024, and asked why she and Fulford were not friends anymore. She told [WITNESS #1] it was because of how she found the dogs. [WITNESS #3] also completed a witness statement form.

I made contact with [WITNESS #4] at [100 BLOCK] Colony Farm Road. [WITNESS #4] stated he was outside when [WITNESS #3] came to him for assistance. [WITNESS #4] stated he went inside the house and found the two dogs deceased in the kennel. [WITNESS #4] stated there was no tarp covering the dogs. [WITNESS #4] stated he told [WITNESS #3] to stay outside. [WITNESS #4] stated that he removed the dogs and kennels from the residence and then went back home.

I spoke with [WITNESS #2] via telephone. [WITNESS #2] stated he was never asked to watch the dogs when Fulford moved out. I will follow up with him and have him fill out a witness statement.


All witness statement forms, pictures, and videos will be uploaded via axon capture. One state warrant will be taken out on Fulford for Aggravated Cruelty to Animals.

On May 29, deputies from the Flagler County Sheriff’s Office arrested Howard Blair, 55, of Palm Coast, on a warrant for aggravated animal cruelty, which resulted in the death of a 15-month-old American Bulldog/Labrador Retriever mix named Nutmeg. On January 25, deputies responded to a residence in Palm Coast to investigate an animal complaint. Upon arrival, deputies discovered that Nutmeg, one of five dogs living inside the home, had passed away the night before. While investigating the animal’s death, deputies learned that Blair had strangled Nutmeg to death after she bit one of the other dogs during feeding. Blair then wrapped Nutmeg in a blanket, placed her in a plastic bin, and buried her in the backyard. On May 27, based on evidence obtained during the investigation, detectives obtained a warrant for Blair’s arrest. On May 29, deputies located and arrested Blair for aggravated animal cruelty. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was released on a $2,500 bond
