According to Terri Brunson (770-329-1487) from Furkids: She was extremely abusive, says she has no money, no home, does drugs, that her husband was murdered and she had to have these cats. After being declined, she told Amy Hoehne that she is going to the store today and getting the cats. She is French, and speaks with an accent, which could be a helpful clue if she calls/arrives anywhere.
My own experience with her: tried to come into the room. She told me "I want Slash and Muffin (cats she wanted to adopt)", so I told her I wasn't letting people in because it's late. She said she wants to see them, and I said no again. She went to the cashier and asked her strange questions and tried to give her candy, and tried to do the same to my sister walking around the store.
She has been arrested 4 times, and the most recent arrest is due to criminal trespass and unlawful conduct when in contact with 911. She is once again attempting to adopt cats from Furkids. Googling her name will give you her mugshots and arrest history .

This woman told us twice that she would surrender the kitten back to us because it was simply being a kitten & was "too hyper" She never came in to surrender her and then asked if she can exchange her, which we obviously did not permit. Once we told her we wouldn't exchange the kitten for another, she said she would try to make it work. A few weeks later called for medical history since the kitten continued to be too hyper and she wanted to put her on medication to chill her out which we were completely against. She was angry that we were telling her what to do since she paid $300 for the cat which is clearly ridiculous. Unfortunately, we couldn't do anything about this since there werent clear signs of abuse but in our eyes this was abuse. Months later we have been trying to contact her to get the cat spayed, she finally picked up the phone told me we needed to stop bothering her since she has her own vet but I informed her that the state mandates us to have it done by a certain time and she was upset and said she would call me back. She called me back and told me some bogus story of how the kitten got out and she didn't want to tell me because the last time she spoke to someone they were rude to her. I have no doubt in my mind that this woman purposely let this beautiful kitten out due to her just behaving as a kitten. Warrants filed against a K9 handler and dog trainer arrested by the Bulloch County Sheriff’s Office shed more light on why the K9 deputy is facing animal cruelty charges.

James Michael Duncan was arrested on January 27 on eight counts of misdemeanor Cruelty to Animals. Duncan’s arrest was not connected to his employment at the Candler County Sheriff’s Office, but a review of his POST file indicates this was not his first run-in with the law.

Animal cruelty becomes a felony if a person maliciously causes the death of an animal, maliciously causes harm to the extent that the animal is dismembered or has a body part rendered useless, maliciously tortures an animal and subjects them to prolonged or severe pain, a person poisons an animal with malice, or when a person withholds food, water, sanitary conditions and the like and it also results in the death or serious disfiguration of the animal. The felony offense is punishable by one to five years in prison and up to $15,000 in fines.

Warrants Filed Against Duncan

Each of the warrants outline that Duncan was in control of the animals at the time of the offense – listed as January 22, 2026 – at a home in the Iron Gate subdivision. Public records indicate the home is not owned by Duncan.

The warrants also state that Duncan deprived the animals of adequate food, water, sanitary conditions, or ventilation, as outlined in the misdemeanor code section – OCGA 16-12-4(b).

Each warrant lists a separate animal located during the investigation, including one German Shepherd mix, a Rottweiler mix, three German Shepherds, and three Plott Hounds. Each of the animals were removed from the premises by the Bulloch County Sheriff’s Office and/or Bulloch County Animal Control.

Duncan was booked into the Bulloch County Jail and released the same day on $10,000 bond, as is standard with misdemeanor offenses.

The case will be adjudicated in Bulloch County State Court and Duncan’s scheduled to appear in court in mid-March. As of publishing, Duncan had no listed attorney.

The charges stem from Duncan’s private venture and not his work with the Candler County Sheriff’s Office.

Since 2019, Duncan has operated a private dog training company – Southern Edge K9 – which operated out of a different property in Bulloch County. Records with the Georgia Secretary of State’s Office show 2024 as the last year the company was registered with the state before it was administratively dissolved. Until 2024, the business listed Duncan as the CEO and Joey Coty as the business CFO. In 2024, Coty was removed from the business filings.

The Google business listing now shows the business as ‘permanently closed.’ All social media accounts with Southern Edge K9 were deleted shortly before Duncan’s arrest, though tags of the business page on Facebook and social media remain and show his tenure of work in various counties.

Terminations and POST Disciplinary Action

According to records from the Georgia Peace Officer Standards & Training Council (POST), Duncan obtained his POST certification in 2000 and has worked in law enforcement off and on since that time. He’s been employed by the Bulloch County Sheriff’s Office, the Millen Police Department in Jenkins County, the Wadley Police Department in Jefferson County, the Evans County Sheriff’s Office, the Screven County Sheriff’s Office, and, most recently, the Candler County Sheriff’s Office.

POST records show Duncan worked for the Bulloch County Sheriff’s Office from 2001 to 2003.

After a 22 month hiatus, Duncan was hired by the Millen Police Department where he worked for four months until he was hired by the Wadley Police Department in April 2005. Duncan was employed with Wadley for ten months.

Latest Employment

POST records show that Duncan was out of law enforcement for approximately thirteen years. In May 2024, he was hired by Candler County as a ‘Reserve Officer.’ After his arrest, the Candler County Sheriff’s Office said Dunan had been “suspended pending the outcome.”

Jane was one of the dogs we pulled from Clayton GA, they were same day euthanasia's and we did a foster to adopt for this dog Jane.

The applicant stuck around for the medical then dipped without paying the adoption fee. This was our last FTA as a result!

She had been taking care of the dog so no issue there, last year we got a call she was dumping the dog at another rescue. Due to a miscommunication she dipped before we were able to get there.

Today 1/1/2026 I got a call from a local animal control (no they weren't taking the dog in) that a person had brought her in to be scanned.

The dogs repeatedly escape as seen on the Facebook posts and this time, the dogs went on a killing spree thru a distant neighborhood after Vanessa McInnis thought she was helping by picking them up in the middle of town and bringing them to an abandoned home next door to her. She was unable to secure them and they wreaked havoc killing people’s pets left and right.

Neither the dog owner nor Vanessa own up to making bad decisions. They continue to insist the dogs are nice and friendly and they were heroes that day.

Around Friday, June 27, 2025, at approximately 9:30am, IMPD Southwest District officers responded to the 900 block of W. Morris Street, where they encountered Krystal Scott and a van she had rented. Scott was taken into custody by the U.S. Marshal’s Office for a probation violation related to a 2020 animal cruelty case.

Following her arrest, IMPD Nuisance Abatement investigators obtained a search warrant for the van and recovered multiple animal remains, believed to be from dogs and cats.

Through the course of the investigation, detectives learned that Scott had allegedly acquired animals from individuals offering free pets for adoption through social media groups. Many of these meetups reportedly took place at or near Greenwood Park Mall, and she was operating a rental Sprinter van with Arizona license plate AM95046.

IMPD Nuisance Abatement detectives are asking for the public’s assistance.

We Rescued his cat and spayed her she was still a kitten and thought we could give her a chance because she was Semi feral, we gave Jules this cat to be socialized. The cat was about nine months old. Her boyfriend and her decided to bathe the cat and the cat scratched them very badly. They beat the cat and called me a few hours later telling me the cat was bleeding from his eyes and nose, and they don’t know what happened. I asked them to take the cat to the vet and they did and the vet said that this was done by Blunt force trauma to the head he said there’s no other way that this cat could be bleeding from his eyes nose and mouth. The vet said there was nothing they could do that she is unresponsive and it’s just going to die on its own so they euthanized the cat.

WALKER COUNTY, Ga. — A Walker County couple wanted for the death of 3 dogs and neglect of 5 others were taken into custody near the Florida state line, according to the sheriff's office.

The Walker County Sheriff’s Office says Ronald Lee Jackson and Melissa Sue Jackson were arrested on July 1 by the Morven Police Department, approximately 18 miles from the Florida line.

They were transported back to Walker County on July 2nd and booked on several charges.

The couple faces six counts of aggravated cruelty to animals, three counts of improper disposal of a dead animal, two counts of misdemeanor cruelty to animals, two counts of abandonment of a domestic animal, and four counts of violating Georgia’s rabies control law.

Deputies investigating this case noticed an open door at a business located on McFarland Avenue. Once inside, they found a small room containing several dogs.

WCSO says animal control officers were called to the scene, and after obtaining a search warrant, they discovered 3 dead dogs and a malnourished puppy, which later died.

"There was no food or water available for the dogs, and the entire floor was saturated with urine and feces," said Tyler Bishop, the animal control director.

Bishop noted the presence of flies, maggots, and other insects in the room, which was extremely hot and muggy with no air conditioning or proper ventilation.

While removing the dead dogs, WCSO says deputies found two small puppies and two mixed-breed Chihuahuas alive, but covered in urine and feces.

The puppies were taken to a veterinarian and diagnosed with Parvo, a highly contagious and potentially fatal disease affecting unvaccinated dogs.

When contacted by animal control officers, Jackson told deputies the couple had moved the dogs to their business because they were staying in a hotel.

Jackson surrendered the dogs to the Walker County Animal Shelter, but he and his wife did not turn themselves in at the time.

Now that the couple is in custody, WCSO says they could each face up to 30 years in prison and a fine of up to $90,000 if convicted.

That’s understandable. Cricket was a 14-month-old dog. It’s easy to imagine her head jutting out of a pickup window, hair and tongue blowing in the wind. Like many dogs, Cricket probably had a personality and other human-like qualities that we so often attribute to canine companions.

Noem shot and killed Cricket on some undisclosed date years ago for being bad at pheasant hunting and good at chicken hunting. The moral, Noem wrote, is that leaders deal with problems immediately. That makes her a “doer,” she claimed, not an “avoider.”

That’s pure bunk, as millions of people have pointed out in an avalanche of criticism since The Guardian obtained an early copy and revealed some of the contents of Noem’s ironically named memoir, “ No Going Back. ” The relevant pages have since been shared with South Dakota Searchlight, which requested an advance copy but was ignored; the book’s official publication date is next Tuesday.

Again, the focus on Cricket makes sense, because we can all see that Noem could’ve taken the dog to a shelter and given it another chance at life.

But if you’ll hear me out, I want to tell you why Cricket’s fate is the wrong place to focus your attention.

If you really want to understand Kristi Noem, you need to consider the goat.

‘I spotted our billy goat’

After Noem made the death march to her farm’s gravel pit, where she shot Cricket, she was apparently still in an uncontrollable rage.

“Walking back up to the yard, I spotted our billy goat,” Noem wrote.

The nameless goat’s only sin in that moment was being in Noem’s field of view.

In the book, Noem tried to justify her snap decision to kill the goat by writing that it “loved to chase” her children and would “knock them down and butt them,” leaving them “terrified.” The animal also had a “wretched smell.”

But apparently none of that had been a big enough problem to do anything about it. Not until Noem got angry enough to kill a dog and decided she needed to kill again.

Noem says she “dragged” the goat to the gravel pit, “tied him to a post,” and shot at him. But the goat jumped when she shot.

“My shot was off and I needed one more shell to finish the job,” she wrote.

She studiously avoided saying she wounded the goat with the first shot, but that’s the implication.

“Not wanting him to suffer,” she added — apparently experiencing her first twinge of feeling, after saying that killing the dog was not “pleasant” — “I hustled back across the pasture to the pickup, grabbed another shell, hurried back to the gravel pit, and put him down.”

The goat story not only reflects a disturbing lack of self-control, but also raises a question of law.

The crime of animal cruelty

Noem has defended her shooting of the dog, citing legal justification for her actions. She’s likely referencing a state law that exempts from the definition of animal cruelty “any reasonable action taken by a person for the destruction or control of an animal known to be dangerous, a threat, or injurious to life, limb, or property.”

On May 29, deputies from the Flagler County Sheriff’s Office arrested Howard Blair, 55, of Palm Coast, on a warrant for aggravated animal cruelty, which resulted in the death of a 15-month-old American Bulldog/Labrador Retriever mix named Nutmeg.

On January 25, deputies responded to a residence in Palm Coast to investigate an animal complaint. Upon arrival, deputies discovered that Nutmeg, one of five dogs living inside the home, had passed away the night before.

While investigating the animal’s death, deputies learned that Blair had strangled Nutmeg to death after she bit one of the other dogs during feeding. Blair then wrapped Nutmeg in a blanket, placed her in a plastic bin, and buried her in the backyard.

On May 27, based on evidence obtained during the investigation, detectives obtained a warrant for Blair’s arrest. On May 29, deputies located and arrested Blair for aggravated animal cruelty. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was released on a $2,500 bond.

“I commend our deputies for thoroughly investigating this case,” said Sheriff Rick Staly. “If you hurt or kill an innocent animal, we will find you and put you in the Green Roof Inn where you belong.”

On 01/28/2025, I was dispatched to a report of an animal complaint at [400 BLOCK] Nease Road Guyton, Ga. The complainant, wanted to remain anonymous, but asked that I check on 3 dogs over at this address. They were concerned about the welfare of the dogs due to being mistreated and the dogs being left out in the snowstorm the week prior.

I arrived at the residence and attempted to make contact at the front door. I knocked a couple of times but it did not appear anyone was home. I walked to the side of the house where there was an open garage attached to the residence. I called out loudly that I was with the Sheriff’s Office. I got no response. I saw an extension cord leading from that garage and into a smaller carport garage next to the residence. I noticed that the door to this garage was open and there was a light on inside. I walked to the garage and announced myself. Again, no one answered. I could see that there were some dog kennels in the back yard but there were no signs of any dogs. I started to turn back towards my truck in the driveway. At this moment, I smelled a foul odor of something deceased possibly coming from the woods or an area behind the carport.

I walked to the kennels to be sure there wasn’t a deceased dog in one of them. I did not see any dogs. I continued and a saw that behind the single section of privacy fence there were several Igloo type dog houses. I could not see this from the road originally due to the single line of wooden fencing that was blocking view of this area. I walked through the dog house area and did not see any dogs initially. I turned back towards the house/garage and saw a black and white mixed breed dog lying down next to a dog house. The dog was alive and slowly stood up once I made eye contact with it. The dog wagged its tail, so I approached. The dog was positioned in the corner of the wooden fence and the backside of the garage that I had just been standing at when I smelled the foul odor earlier.

This dog was visibly malnourished. It ribs and spine were easily visible from a distance. Its abdomen was tucked and sunken in on its sides. The pelvic bones on the dog were becoming prominent. It appeared to be lethargic a rigid in its movements. It had some difficulty standing up as I had approached just a moment earlier. I saw that the dog was tethered with a chain to some type of a metal vehicle axel that was staked into the ground. The chain was wrapped around the metal axel and the dog only had approximately an arm’s length of chain to move around. There was a water bucket to the side. The dog was not able to reach the bucket due to the chain only allowing the dog to move a certain distance from the stake. It did not appear that the dog would even have enough chain to be able to lay down in the dog house that was near the metal stake. This may explain why the dog was lying on the ground when I initially walked up and not inside it’s house. There were a couple of dirty blankets hanging outside of the igloo house.

I continued walking to check the other doghouses. I did not see any other dogs. I continued walking down the wooden fence to come around the opposite side I had initially entered from. I turned back to look overall at the doghouses and back yard. I visually scanned the area and looked out towards the wood line. At this moment, I saw what appeared to be a tan dog towards the wood line. Its legs were sticking up in the air. It appeared to be lying on its back. I approached the dog, and confirmed it was female and it was deceased. I gathered a couple of photos of the dog.

I walked back to the front driveway to my truck. I called Deputy Alex Gaston via phone and asked if he could apply for a search warrant for me. As I was talking to Gaston, a red truck pulled up in the driveway. A male exited the vehicle, later identified as Phillip Dickerson. I explained to Phillip that I had received a call about doing a welfare check on 3 dogs at this address. I asked Phillip if he had 3 dogs and he said yes. I asked if they were his dogs and if he cared for them. He said yes. I asked Phillip when he had last checked on the dogs. He said that he had fed and watered them that morning. He said they were all alright. I asked if Phillip had ever been arrested before or if we had ever had to come out to this location before. He said no. I asked again if he had ever been arrested and he said no.

I explained to Phillip how I initially made contact at the front door and ended up at the garage. I told him about the odor I smelled and that I ultimately ended up finding a deceased dog. He said that it was hit by a car in the road last Saturday. He pointed to over towards Nease Road. He said he had to get it out of the road. Phillip leaned against a flatbed truck that was in the driveway. There were metal objects sitting on it and he started moving the objects around. I asked what he was doing and he said just moving stuff. He put his hand on a metal pipe that was sitting on the flatbed. I got Phillip away from the flatbed truck and went ahead and placed him into handcuffs.

I read Miranda Warnings to him and he said that he understood his rights. He said that the yellow dog got off the tether and got hit. In reference to the third dog that was missing, Phillip said that it had run off and he hadn’t seen it since. He said that all the dogs were back there in the yard during the snow storm and they didn’t have any issues during the storm. I explained to Phillip that was going to be placed under arrest for animal cruelty at this time. I went on to explain about the black and white dog being too skinny. He said “yes ma’am”. I did explain to him that I was getting a search warrant for the property as well. He verbally acknowledged what I was telling him. I asked if Phillip had any weapons or drugs on him. He said no. I conducted a pat down just to be sure there were any obvious weapons.

I called for a transport unit. A female exited the front door of the residence, later identified as [WITNESS #1]. [WITNESS #1] apologized about not hearing me knock earlier and advised she had been in the kitchen. I explained to her why Phillip was under arrest and that there was at least one dog deceased. [WITNESS #1] looked at Phillip and said, I’m not getting you out this time. I wasn’t sure what she meant by “this time”. [WITNESS #1] did not seem surprised about a dog being deceased.

A transport unit arrived. Phillip was searched and transported to the jail.

I spoke to [WITNESS #1] further after Phillip had left. She told me that the three dogs were there before the snow storm. She said that she felt bad for the dogs because Phillip had not put out any straw or anything for them. [WITNESS #1] said that she gathered up several blankets and put them in the dog houses so that they would at least have something warm to lay down on.

She said that she went out there again after the night of the snow storm, which would have been 01/22/2025. One of the dogs, Snowball, was missing. She said Snowball was a black dog. She was under the impression that the dog had gotten loose and “ran off”. She said that there two other dogs there. One is a yellow dog, Dixie, and one is another black dog, she believed its name was Meatball. I told her that the deceased dog that I located was yellow/tan. She looked at me and appeared confused. [WITNESS #1] said, “you mean the black dog, Snowball?” I told her no. The deceased dog was the yellow one, Dixie. Tears immediately filled [WITNESS #1]’s eyes. She said that was her daughter’s favorite dog. Tears rolled down her face. I told her that the search warrant would be here soon and I would know more after that. She said she understood. I told her she could go back inside with her two young children. I told her I could come get her once we were done. She agreed and went back inside.

Once the search warrant was completed and Deputy Gaston arrived on scene, we walked the wood line area. I gathered pictures of the deceased tan dog. It was a female. It’s eyes were still intact which made me believe that it may have only been there for a few of days. We continued walking. I located a chicken in the chicken coop. It had been deceased for some time. It was almost fully decomposed. The coop was open and no live chickens were inside. They were all loose throughout the property. I looked back towards the wood line from the coop. I saw a black dog laying on its side. it was lying alongside a large fallen tree. The dog was malnourished and was clearly deceased. I approached the dog and smelled a faint foul odor. I believe this is most likely the dog that I smelled earlier. Its eyes were sunken in and no longer visible. I believed that this dog had been here longer than the tan dog. It was still laying on some ice that was left from the snowstorm. It’s ribs and spine was very visible. It had little to no muscle mass or fat. I gathered pictures of this dog as well, which I believed to be Snowball. It was a male dog, which was the same sex as Snowball.

I walked back up towards the driveway with Gaston. The keys were still inside the ignition of Phillip’s red truck. I went to grab the keys so that I could secure the truck and return the keys to [WITNESS #1]. I noticed a cell phone sitting on the front seat. I took the cell phone, which was still on, and placed it into an evidence bag to hold for further investigation. I know based on my knowledge, training, and experience that individuals store photos, videos, and messages on their phone which might, in this case, contain documentation on the dogs. These objects may potentially show the progression of neglect over time if Phillip had those photos or videos on his phone. I noticed that there was also an odor of marijuana coming from inside the vehicle. In the center console, there was a hand rolled cigarette containing a green leafy substance. Based on my knowledge, training, and experience, I suspected the substance to be marijuana. I collected the cigarette and to be submitted into evidence.

Gaston and I loaded up the black and white mixed breed dog. He was friendly and he allowed me to remove the chained tether so that I could attach my leash onto its collar. I walked the dog to the truck. It walked very slowly and I had to take short shuffled steps with it as we walked. It appeared to be very weak and walked with difficulty. Once we go the truck, I lifted the front of the dog and Gaston lifted the back end of the dog so that we could load the dog up into the kennel with care. Gaston took the dog to the Effingham Animal Shelter.

I continued to prepare to load the deceased dogs. I turned each dog over to its opposite side, gathered more photos, and secured each dog it its own plastic bag for transport. These dogs were then taken to the Effingham Animal Shelter where they were secured behind a locked gate and placed inside of a locked kennel. They were placed on ice to help preserve the bodies until they could be sent to the University of Georgia Athens Veterinary Lab for necropsy analysis.

Phillip was charged for aggravated animal cruelty for Snowball (deceased black dog) and also for animal cruelty (black and white dog named “Survivor” by the Animal Shelter staff). He was also charged with possession of marijuana (less than one ounce).

I submitted the suspected marijuana and Phillip’s cell phone into evidence for processing.

On Monday, February 10th, 2025, at approximately 18:11 hours, I was dispatched to [REDACTED BY AGENCY] in reference to trespass. I arrived on scene at 18:17 hours and made contact with the complainant, Mr. [VICTIM #1].

Mr. [VICTIM #1] advised he wanted to enter his residence to collect his belongings but wanted law enforcement present. He explained he was deployed overseas with the Army and separated his wife during that time. Mr. [VICTIM #1] said he returned from deployment on January 30th, 2025, and stayed with some friends until he moved into his new apartment. He stated he looked through the living room window and saw trash all over the residence, to include feces, and one of his dogs. He said the dog was malnourished and completely covered in fleas. Mr. [VICTIM #1] said he did not want to go in the house because he was afraid he’d find a deceased dog.

Mr. [VICTIM #1] advised he had been trying to contact his wife but she would not return his calls or messages. He said his wife had been staying with a friend somewhere in Ludowici, GA and does not know how long she’s been there. Mr. [VICTIM #1] believes Ms. Cantu has been gone for weeks, if not months.

I contacted and briefed my Supervisor who then brief the on-call CID detective. I also contacted and briefed Liberty County Animal Control.

While conducting my investigation I made contact with Ms. Cantu over phone. Ms. Cantu advised she had been staying with a friend about a week. I asked Ms. Cantu if there were dogs in the residence, which she responded saying there should be “at least two”. She said “someone” was supposed to feed the dogs while she was away but the batteries on the electronic door lock died, so they couldn’t get in.

Animal Control’s [REDACTED] arrived on scene. While on scene Mr. [VICTIM #1] made entry into the residence through the garage.

As I approached the garage, there was a strong smell, as if something was rotten. I them observed a deceased and decomposed animal believed to be a dog, laying under a grill. Animal Control entered the residence trough the front door, restrained and took possession of one dog. There was another deceased and decomposed dog, inside a kennel, by the living room. Upon further investigation we discovered what we believed were the remains of two small animal, possibly puppies.

There was a total of four deceased animals (possibly dogs), and one malnourished dog, retrieved from the residence.

Scene was turned over to CID Detective Ranisate (989) and Animal Control.

I provided Mr. [VICTIM #1] with a victim’s pamphlet, case number, and explained how to obtain a copy of this report.

[WITNESS #1] stated that she began dating Holly Fulford in May 2024, and shortly after Fulford moved in with [WITNESS #1]. [WITNESS #1] stated that when Fulford moved in, Fulford did not immediately move her two dogs to the residence, due to [WITNESS #1] also having dogs. [WITNESS #1] stated she planned to have the dogs meet at a neutral location, due to Fulford’s dog’s being aggressive towards other animals. [WITNESS #1] stated that Fulford told her that her cousin, [WITNESS #2], was watching her two dogs until they could be moved. [WITNESS #1] stated that after a few weeks, she started to question why they had not introduced their dogs. [WITNESS #1] stated Fulford would always change the subject. [WITNESS #1] stated she did not think anything of it, because she was under the impression that [WITNESS #2] was taking care of Fulford’s two dogs. [WITNESS #1] stated [WITNESS #3] messaged her on Snapchat and was made aware that [WITNESS #3] found the dogs deceased in a kennel on June 28, 2024. I provided [WITNESS #1] with a witness statement form, which she filled out.

I spoke with [WITNESS #3] on the phone and she agreed to speak with me at the office. I met with [WITNESS #3] at the Sheriff’s Office. [WITNESS #3] stated that she previously lived with Fulford in 2023 but moved out due to situations within the household. [WITNESS #3] stated she went to the residence in May 2024 to retrieve a few items that she left when she moved out. [WITNESS #3] stated she went to Fulford’s room and found Fulford’s two dogs alive and together in one kennel. [WITNESS #3] stated she provided the dogs with food and water and left the residence. [WITNESS #3] stated Fulford’s mother owns the property, but [REDACTED] manages the rentals for the property owner. [WITNESS #3] stated [REDACTED] asked her to clean the house so new tenants could move in. [WITNESS #3] stated she went to clean out the residence on June 28, 2024, and noticed a foul odor in the residence. [WITNESS #3] stated that she went to Fulford’s room, and noticed the kennel had a tarp in it. [WITNESS #3] stated that she pulled the tarp back and noticed the deceased dogs in the crate. [WITNESS #3] stated she went outside and asked the neighbor, [WITNESS #4], for help. [WITNESS #3] stated [WITNESS #4] went into the residence and removed the deceased dogs, placed them in a trash bag, and then placed them into the outside trash. [WITNESS #3] stated she was in shock after discovering the two deceased dogs in the kennel, and did not obtain pictures. [WITNESS #3] stated that after [WITNESS #4] helped her, she put baking soda on the spot where the kennel was to help reduce the smell. [WITNESS #3] stated she did not tell anyone at the time, due to being traumatized by what she saw. [WITNESS #3] did obtain a picture of the kennel and the fur that was inside. [WITNESS #3] stated she was contacted by [WITNESS #1] on September 21, 2024, and asked why she and Fulford were not friends anymore. She told [WITNESS #1] it was because of how she found the dogs. [WITNESS #3] also completed a witness statement form.

I made contact with [WITNESS #4] at [100 BLOCK] Colony Farm Road. [WITNESS #4] stated he was outside when [WITNESS #3] came to him for assistance. [WITNESS #4] stated he went inside the house and found the two dogs deceased in the kennel. [WITNESS #4] stated there was no tarp covering the dogs. [WITNESS #4] stated he told [WITNESS #3] to stay outside. [WITNESS #4] stated that he removed the dogs and kennels from the residence and then went back home.

I spoke with [WITNESS #2] via telephone. [WITNESS #2] stated he was never asked to watch the dogs when Fulford moved out. I will follow up with him and have him fill out a witness statement.

All witness statement forms, pictures, and videos will be uploaded via axon capture. One state warrant will be taken out on Fulford for Aggravated Cruelty to Animals.

We were contacted by Thomas's housekeeper who asked us to help with all of the cats at his house. She said that he started off with 4 cats and never spayed/neutered them so the situation quickly got out of hand. We removed a total of 34 cats and kittens from his home. The housekeeper told us that many cats and kittens have died in that house over the years. Many of the cats are inbred and have health issues. It was extremely difficult to breathe while inside Thomas's house due to the buildup of ammonia and feces in the house. We rescued, sterilized, vaccinated, and provided veterinary care to all of the cats in his house. Most of the cats in that house were black cats. Thomas told us not to bring them back and to "get rid of them." It was very difficult to find homes for them all since it was clear he never touched or socialized the black cats. The only cats he "cared" about in that house were the two Siamese cats. Both were extremely sick when we rescued them. They are both still suffering from pneumonia and are on their third round of antibiotics and a nebulizer. Thomas has been harassing us and demanding we give back the two Siamese cats. We told him that they are still very sick and he is insisting that they weren't sick when they left his house. He has shown up to the home of one of our volunteers, and is continuously calling us so we had to block him. He then had someone else call us and send us a message (screenshot is attached in Supporting Evidence). It is to the point now where we have to get the police involved because he will not stop harassing us. This man is clearly not well and should never be allowed to adopt ANY animal.

Upon my arrival I observed a loose dog on the front porch of the residence. The dog appeared to be under weight and had several open wounds on its body. The dog had several patches of missing fur and an inflamed rash covering approximately one third of its body. I made contact with an unknown male after knocking on the door of the residence and asked him if the dog was his. The unknown male inside of the residence refused to open the front door but stated that the dog was his. I explained to the unknown male that I needed to speak with him about the dog, but he refused.

After about 10 minutes a male, identified as [REDACTED], opened the front door. Mr. [REDACTED] stated that he and his brother (Akkins Hytower), as well as his brother’s girlfriend were inside of the residence. I spoke with Mr. Hytower and he stated that the dog on the front porch belonged to him. Mr. Hytower stated that he had the dog for about six months and that he had been aware of the dog’s poor condition for about a month or so. Mr. Hytower stated that he previously had another dog, and that it had mange and parvo resulting in its death. Mr. Hytower further stated that he had not gotten his dog veterinarian care because he did not have the money to do so. I placed Mr. Hytower under arrest.

Officer Strickland with Animal Control Enforcement arrived on scene and Mr. Hytower signed over custody of his dog to Bibb County Animal Control. I transported Mr. Hytower to the Bibb LEC.

On the above date at approximately 10:03 am I met with AC 242 at the Glynn County Humane society in reference to an emaciated dog that was recovered from [100 BLOCK] Chatford Dr; Palmetto Estates.

Coastal getaways in Glynn County Ac 242 began to explain that she was called out a few weeks ago by [WITNESS #1] in reference to a Pitbull and five puppies that were extremely mal-nourished. AC 242 explained that [WITNESS #1] noticed the dogs and their condition, which prompted her to contact animal control about the situation. According to [WITNESS #1], Clifford Burd left his Pitbull at his grandmothers house approximately six months ago and has been coming by routinely to feed the dog, but has been absent from doing so for about a week now. AC 242 explained that when she arrived, the Pitbull was extremely skinny and was chained up to a runner. Ac 242 brought the Pitbull into the room office and I observed the Pitbull, now named Angelina, formerly Hennessey. Angelina, now receiving adequate care, was still very skinny upon observation. The body camera from AC 242, shows that Angelina’s condition was much worse than what I was currently seeing at this time. In AC 242’s body worn camera, Angelina’s bones were very visible and her hair was starting to fall out at her spine.

AC 242 stated that she then took the dogs into county care, along with a small brown Dotson that the family stated belonged to Clifford, however the Dachshund appeared to be okay according to her observation. I asked AC 242 how much Angelina weighed when she was brought in, she replied, “38 pounds.” She then told me that for a dog of Angelina’s size, she should weigh around 50 pounds. AC 242 expressed concern to me stating that Clifford’s mother ([REDACTED]) and grandmother had knowledge of the dog being on the property and did not do anything about it. AC 242 explained that on her body camera, she observed [WITNESS #1] calling Clifford. Clifford told [WITNESS #1] over the phone that the reason he has not been there to feed the dogs was because, “He didn’t even have the money to feed his kids, so he didn’t feed the dogs.”

I again asked AC 242 to confirm how long Clifford was gone from the residence and she stated, “Two days to about a week, according to his family.” She also confirmed that Clifford no longer lives there and the residence belongs to his grandmother. She then stated that he has left the dog there for roughly 6 months. AC 242 stated that the [WITNESS #1] was visiting her grandmother and saw the dog in the back, posted it to Facebook and then called 911.

After speaking with AC 242 I spoke with [WITNESS #2], fiancée of Clifford. I asked [WITNESS #2] to walk me through the ordeal surrounding the dogs and why they are at Chatford Drive. [WITNESS #2] stated that her and Clifford recently moved and that Clifford has been keeping the dogs and puppies at his grandmothers house. She stated that Clifford has had his brother to feed the animals and take care of them. I asked [WITNESS #2] where they lived at and she stated, “[60 BLOCK] Mary’s Drive.” [WITNESS #2] then asked if Clifford was going to be arrested. I replied, stating that we were simply doing a follow up to determine who has been watching the dogs because someone was concerned about them. [WITNESS #2] stated that she would have Clifford call us immediately. I then asked [WITNESS #2] if the dogs were Clifford’s and how long he has had them. [WITNESS #2] stated that they have had the dog for a little over a year, as Angelina was a baby-shower gift that was supposed to be her daughters present. [WITNESS #2] then stated that she had a seizure about two weeks ago, but confirmed that she has them all the time and that Clifford didn’t have any reason to be with her for nearly two weeks straight.

Shortly after speaking with [WITNESS #2], Clifford called. Clifford was asked to explain his current situation regarding Angelina and her puppies. Clifford began by stating that the place that he is staying at “Won’t allow em.” He also stated, “My grandma said I could leabe them there as long as I came and, you know, check up on ’em and everything.” Clifford explained that the dogs were fed every day and that when his “”old lady” was having seizures he asked his mom and grandmother to feed them. He followed up, claiming that “They would never feed my dog and would just take my dog food and feed their dogs with it.” I asked how long the dogs have been there, and he replied “They’ve been over there for about a year.” When asked how he knew they weren’t feeding Angelina he stated something along the lines of “I noticed a couple of months ago when she started getting skinny.” He then stated that his dog, Hennessey, had worms and that was why she was losing weight. Therefore, Clifford claims that he did not want to give her worm medicine because it could interfere with her (Hennessey’s) pregnancy. He stated that he tried to continue after she had the puppies, but couldn’t afford to help her. I then asked if it was a situation where he was only able to take care of the kids and not the dog. He replied, stating that he is making bottom dollar and living paycheck to paycheck. When I asked again to confirm if my previous question was true, he replied, “I knew I couldn’t really take care of it.”

Clifford still continued to state that Hennessey had worms and he was trying to get her weight back up. I stated that worms would not cause weight loss so extreme that her ribs are showing, Clifford disagreed, stating that the worms eat off her nutrients. He stated that he has documentation to prove that the doctor contributed the weight loss to the worms and stated that he would bring it to the Glynn County Humane Society. He stated that he was already $2000 into the dog’s vet bills and that he basically did not have the money to help her. I then ask, “So you weren’t able to adequately provide for her (Hennessey)?” Clifford replied “Yeah, but eventually the worms started getting too bad.” I then followed up, asking Clifford why he didn’t surrender the dog if she was sick and he was unable to take care o her. Clifford explained that he did not do that because he did not want the dog to be “put down.”

Coastal getaways in Glynn County I then explained the seriousness of the situation, sking if he knew she was struggling why did he believe it was better for her to stay outside on a runner to suffer. He stated that he has ,”Tried everything and no one in my family wants to help.” He then re-stated that he is living paycheck to paycheck and tried to ask his parents to feed the dogs, but “They can’t.” Clifford then said, “I know it ain’t their responsibility you know, when I am struggling myself, they can at least help me with something and not just sit there and cuss me out, beat around the bush and do drugs and everything else.”

Clifford called several minutes later, stating that the vet will release his vet records and he will bring them to the Glynn County Animal Control on todays date, 07/10/2024.

An axon evidence link has been sent to AC 242 in reference to photo and video taken during the initial incident that occurred on or around 06/26/2024. All interactions were recorded on Axon Video and have been uploaded to Axon Evidence.

A warrant will be issued for Clifford Burd for Cruelty to Animals, as Clifford caused unjustifiable suffering through omission of providing adequate food and medical care; all resulting in Angelina becoming mal-nourished and weighing 12 pounds under healthy weight when she was recovered by Glynn County Animal Services.

Adopted a cat from Petsense. Never paid any attention to the cat after she got him home. His name was Bob. Sweetest cat ever. He came to my house many times to eat, then started roaming all over the neighborhood for food. He was never allowed inside. One night he was asleep on a porch and a pit bull came up on the porch and snatched him and tore him to shreds. It was horrible. Erica's husband is Nolan. He adopted a dog from the county shelter and doesn't give that dog the time of day. Dog stays outside 24/7.
