On 11/26/2024 at 1633 hours I responded to [2000 BLOCK] Belmont Avenue in reference to a welfare check.

Upon my arrival I observed a loose dog on the front porch of the residence. The dog appeared to be under weight and had several open wounds on its body. The dog had several patches of missing fur and an inflamed rash covering approximately one third of its body. I made contact with an unknown male after knocking on the door of the residence and asked him if the dog was his. The unknown male inside of the residence refused to open the front door but stated that the dog was his. I explained to the unknown male that I needed to speak with him about the dog, but he refused.

After about 10 minutes a male, identified as [REDACTED], opened the front door. Mr. [REDACTED] stated that he and his brother (Akkins Hytower), as well as his brother’s girlfriend were inside of the residence. I spoke with Mr. Hytower and he stated that the dog on the front porch belonged to him. Mr. Hytower stated that he had the dog for about six months and that he had been aware of the dog’s poor condition for about a month or so. Mr. Hytower stated that he previously had another dog, and that it had mange and parvo resulting in its death. Mr. Hytower further stated that he had not gotten his dog veterinarian care because he did not have the money to do so. I placed Mr. Hytower under arrest.


Officer Strickland with Animal Control Enforcement arrived on scene and Mr. Hytower signed over custody of his dog to Bibb County Animal Control. I transported Mr. Hytower to the Bibb LEC.

Offender Name: Renee Clark Offenders Last Known Address: Folkston, Georgia, 31537 She rents. Landlord said NO MORE ANIMALS. At the start of her lease she had 1 older cat (Fluffy Grey male) that the Landlord agreed to. She neglected the cat so badly that I took it to NCAS and they had to put him down due to severe malnutrition and illness. She then brought a female kitten into the house and neglected to vet the cat, later releasing it outside because it pooped outside the box. She is now trying to "adopt" (take possession of a friend's 2 cats) and was told NO by the Landlord.
